Is this legal advice?

No. RVR Review is an informational tool only. It reviews your RVR for procedural concerns based on publicly available CDCR regulations and policy — it does not provide legal advice, does not recommend whether to file a grievance, and no attorney-client relationship is created. For legal advice, consult a licensed attorney.

Will this guarantee a result?

No. The tool identifies potential procedural concerns in your RVR based on CDCR regulations. The presence of procedural concerns does not guarantee any outcome. CDCR is not affiliated with or bound by this tool in any way. All findings should be reviewed by a qualified legal professional before taking action.

What is the CDCR grievance process?

Under California Code of Regulations, Title 15, Section 3481, incarcerated people may submit a written grievance regarding decisions, actions, or conditions they disagree with. Grievances are submitted to the Office of Grievances at the institution using CDCR Form 602-1/1824. Under Section 3482, grievances must be submitted within 60 calendar days of discovering the adverse decision or action. You will receive a written decision letter in response.

What regulations does the tool check?

The tool checks against California Code of Regulations, Title 15 (§§ 3315–3323), the CDCR Department Operations Manual (DOM), the Senior Hearing Officer (SHO) Manual, and recently adopted regulations — including the October 1, 2025 Developmental Disability Program updates and January 22, 2026 grievance procedure updates.

What if my PDF won't upload or the text looks wrong?

PDFs scanned at low resolution or stored as image-only files (no embedded text) can produce garbled output. For best results: scan at 300 DPI or higher, use black-and-white mode, ensure the page is flat with no shadows, and crop tightly around the document. You can also paste the RVR text directly into the text box instead of uploading. The accuracy of the report depends on the quality of what is provided.

How long does the report take?

The free Statement of Facts preview typically takes 15–30 seconds. The full paid report (after payment) takes 30–90 seconds — the tool runs a detailed multi-step procedural analysis of the materials provided.

What happens after I pay?

After Stripe processes the payment, you are automatically redirected back to the tool where the full report generates. You can then read the report online and download it as a Word document (.docx). Reports are held temporarily — download your copy right away.

What is included in the full report?

The full report includes: a Case Snapshot, Document Review Note, Important Factors, Primary Concern identified, Case Overview, Case Summary, Procedural Concerns Identified (with regulation references), a Procedural Review Checklist, a Summary of Findings, a Plain-English Summary, and a full Disclaimer. It also includes guidance on the CDCR grievance process and sample grievance formats for general reference.

Does the tool write a grievance for me?

No. The tool does not draft a grievance tailored to your specific case. Instead, it provides sample grievance formats for general reference so you can see what a grievance typically looks like. These samples are fictional and completely unrelated to the findings in your report. We strongly recommend reviewing any grievance with a qualified legal professional before submitting.

Can I use this for any type of 115?

The tool is designed for CDCR Rules Violation Reports (RVRs / 115s) from California state prisons. It works best when the RVR text is complete and legible. It may have limited usefulness for county jail disciplinary reports or out-of-state facilities that use different regulations.

Is my information private?

We do not store RVR text after the session ends. Payment is processed by Stripe — we never see or store credit card numbers. See our Privacy Policy for full details.
