RVR Review

What you get

Sample report findings

These are examples of the type of findings the full procedural report covers. All names, case numbers, and details are completely fictional — created only to show what the report looks like.

The full report includes all 16 sections: case snapshot, appeal strength rating, penalties and their impact, procedural review checklist with Title 15 citations, suggested points to raise, a draft grievance, plain-English takeaway, and factual information about the CDCR grievance process — downloaded as a Word document. Currently free during our testing period.

Sample: Timing and Documentation Concerns

What was found
Several procedural concerns were identified, including a potential timing issue with when the RVR was served and a gap in the hearing documentation.
Primary concern
The main concern identified involves the timeline between the incident date and when the RVR was served — the record suggests this may have exceeded the regulatory window.
Sample findings excerpt
The RVR was served 18 days after the documented date of discovery. The hearing record does not include documentation of good cause for the delay. The written findings do not identify the specific evidence the hearing officer relied upon.

Sample: Witness and Evidence Concerns

What was found
A documentation concern was identified related to the denial of a witness request, with no written explanation provided in the record.
Primary concern
A request for witnesses was submitted before the hearing but denied. The record does not include a written explanation for why witnesses were not permitted.
Sample findings excerpt
The record shows a witness request was submitted. The hearing officer denied the request, but no written reason is documented. The evidence relied upon in the findings is not specifically identified.

Sample: Mental Health and Accommodation Concerns

What was found
The record shows an active MHSDS designation but does not document a mental health assessment prior to the hearing, as required for inmates in the mental health system.
Primary concern
The inmate had an active mental health designation at the time of the hearing, but the record does not show a mental health assessment was completed beforehand.
Sample findings excerpt
The record reflects an EOP designation. There is no mental health assessment documented in the hearing packet. The record also does not show how effective communication was ensured at the hearing.

Sample: Incomplete Hearing Record

What was found
The materials provided appear to be incomplete — key pages are missing or unreadable, which limits the scope of this review.
Primary concern
Several pages appear to be cut off or illegible, including what appears to be the sanctions page. The analysis is limited by what was readable.
Sample findings excerpt
The evidence section references a toxicology report, but no copy is included in the packet. The sanctions imposed are not fully legible. The hearing date is visible but the service date is not shown.

Sample: Favorable Outcome — Not Guilty

What was found
The outcome is already favorable — the record shows a not guilty finding with no penalties imposed.
Primary concern
The most notable aspect of this record is the not guilty finding itself. Some documentation gaps were observed, but they do not affect the outcome.
Sample findings excerpt
Finding: Not Guilty. No penalties were imposed. The RVR was served within the required timeframe. The record does not document the specific evidence reviewed during the hearing, though this does not affect the favorable outcome.
